The book “Report on the State of Development of Small and Medium Entrepreneurship in Kazakhstan and its Regions” was developed by a group of authors of “Damu” Entrepreneurship Development Fund (“Damu” Fund). The report contains detailed information on the dynamics and state of development of small and medium-sized enterprises (SMEs) in Kazakhstan. The first few sections of the report present a comprehensive analysis of the nationwide analysis of the SME at the industry and regional level. A separate section covers performance results of “Damu” Fund in business support. The Report is completed with a section featuring plans of “Damu” Fund for subsequent development of SMEs in Kazakhstan until the end of 2017

Improving Access to Finance in Kazakhstan's Agribusiness Sector
Limited access to finance is one of the major challenges facing companies in Kazakhstan today. Difficulty in obtaining necessary credit constrains firm development, undermines competitiveness and lessens attractiveness to potential investors. Indeed, 56% of firms in Kazakhstan cite access to finance as a “moderate to severe” obstacle to their growth (European Bank for Reconstruction and Development and the World Bank in 2010).

The strong GDP growth in Kazakhstan over the last decade has been driven largely by the performance of the country’s natural resource sectors, with its economic activity and investment concentrated in the hydrocarbon and mining industries. While FDI inflows into Kazakhstan are significant (USD 19.9 billion in 2011) and growing (e.g. annual growth rate of 20% between 2004 and 2011), 75% of FDI is concentrated in the oil and gas and related sectors. To prevent long-term economic dependence on natural resources, one of the long-term strategic goals of the Kazakhstani government is to promote economic diversification as well as further GDP and employment growth by encouraging FDI.
