“Damu” Fund Guarantees

General Conditions for receipt of guarantees

  • Business areas
  • Priority Sectors of "Business Road Map - 2020" Unified program for business support and development or priority sectors of manufacturing industry under the SPIID
  • Without sectoral restrictions for young first-time entrepreneurs
  • Without the sectoral restrictions for entrepreneurs in rural areas, in single-industry towns and small cities.
  • Financial requirements for the borrowers
  • No arrears on other loans or leasing contracts.
  • No tax arrears, or debts in pension contributions and social contributions to the budget (debt of no more than 10 MCI is allowed).
  • Own participation of the entrepreneurs in the project in accordance with the terms of the type of the guarantee received (please see below).

Express-guarantees for young first-time entrepreneurs

A young first-time entrepreneur* - an individual entrepreneur 29 or under 29 years of age, whose term of state registration as an individual entrepreneur at the time of bank application for loan is less than 3 (three) years.

  • Maximum amount of guarantee

    Up to 85% of the loan amount

    Guarantee period
    • up to 5 years;
    • up to 3 years - on a loan 100% of which is intended for the financing of current assets
    Cost of guarantee
    • 0,05% of the guarantee amount as a lump sum, where guarantee period is two years or less;
    • 0,1% of the guarantee amount as a lump sum, where guarantee period is more than 2 years.

Affiliation of a young first-time entrepreneur with existing businesses is allowed, provided establishment of a new kind of activity that is different from the current activities of the existing affiliate entrepreneur.

No loans shall be guaranteed for current assets financing with the purpose of payment of current payments on servicing of loans, credits or leasing contracts and other purposes not related to performance of core activities by the young first-time entrepreneur.

*** - per one young first-time entrepreneur. The amount of loan(s) in this case is calculated per one young first-time entrepreneur excluding debt on the loan(s) of his affiliated persons/companies.

- those associated with changes in credit conditions, initiated by the entrepreneur;
- those levied due to violation by the entrepreneur of obligations under the loan.

Express-guarantees for first-time entrepreneurs

A first-time entrepreneur* - an individual entrepreneur, whose term of state registration as an individual entrepreneur at the time of bank application for loan is less than 3 (three) years.

    • Not more than 20% of the loan amount for the projects over 360 mln. tenge to 1 850 mln. tenge.

    • Up to 5 years - for projects of up to 360 million tenge;
    • Up to 3 years - for projects of more than 360 million tenge;
    • Up to 3 years – for a loan up to 60 mln. tenge, 100% of which is intended for the financing of current assets

    • 0,05% of the guarantee amount as a lump sum, where guarantee period is 2 years or less;
    • 0,1% of the guarantee amount as a lump sum, where guarantee period is more than 2 years.

* - current assets financing is allowed under the loan for investment and/or acquisition of new and/or refurbishment of fixed assets, but not more than 30% of the total amount of loan.

** - loan guarantee is allowed if up to 100% of the loan is intended for current assets financing for loans under 60 mln. tenge. Not subject to guarantee loans for current assets with the purpose to settle the payment of current payments on servicing loans, loans or leasing contracts and other purposes not related to core business entrepreneur.

*** - the amount of loan(s) is calculated per one entrepreneur without a view to the debt on the loan(s) of its affiliates.

**** - the bank does not charge any commission fees and/or other payments related to the loan (for the arrangement of credit, granting of loan, loan account management, etc.), except:

- those levied due to violation by the entrepreneur of obligations under the loan.

After decision-making by "Damu" Fund the process of granting individual guarantees involves the Regional Coordinating Council (RCC), where the entrepreneur forwards its project proposal for review and the RCC makes the final decision on approval of the entrepreneur’s project.

Young first-time entrepreneurs are individual entrepreneur 29 or under 29 years of age. Age is determined on the date of application of the first-time individual entrepreneur to the bank.

Banks make their own selection and decisions on funding entrepreneurs’ projects.

Financial agent by his own decision may establish special conditions of guarantee granting - provision of an additional security, security insurance, provision of personal guarantees, etc.
